[MiQP-Mail] Use of high bands in MiQP

I would like to elaborate on a point K8BB made in a recent post.

Most MiQP activity is on 40, followed by 20 during the day and 80 at 
night.  The high bands (15 and 10) don't see much activity so not many 
people QSY up there; a self defeating cycle.

The MiQP ruleslist some recommended operating times for 15 and 10 meters: 
10m on the even hours, 15m on the odd hours, with SSB on the hour and CW on 
the half hour.

If 40M stinks and it's hard to hear in-state stations, a useful strategy is 
to go up to 10 and 15, tune the band, rip off a few CQs, etc.  While the 
mobiles might have better things to do down on 40M, many of the fixed 
stations (particularly multi-TX multi-ops) would do good to try the high 
bands.  Scatter and good old extended tropo can often provide QSOs out to 
100 miles or so, and working the county mult on 10/15 is just as valid as 
getting it elsewhere.

There are recommended frequencies: 21.045 and 28.045 on CW, plus 21.300 and 
28.450 on SSB which can help narrow your search for signals.

There are no bandchanging time limits, so you don't have to stay on the 
higher band if there is nothing to do.  I can guarantee that K8MQP in CHEB 
will be on 10/15 at each of the activity times/frequencies so come take a 
listen, and perhaps make a few extra QSOs.
