[MiQP-Mail] 2007 Mackinac 1x1 call update

 I think this is more of a contest within a contest and doesn't really
require the MiQP committee approval since it will be run outside of
committee efforts but within the contest rules.

Has the proposed Mackinac award been approved by the MIQP committee?
There is no mention in the 
current rules. 

This whole process saeems to have sprung up spontaneously after the
Oklahoma QP.
