[MiQP-Mail] Cool new feature on MiQP Site

There is a cool new feature on the MiQP web site which we wanted to make 
you aware of.

If you've ever looked at the county records page, it was a veeerrry long 
list of tables, listed county by county.  Randy, WF5X and I have cooked 
up something which we think is pretty slick and a lot easier to use.

When you scroll down to the county part of the page, you're now 
presented with a map and when you hover your mouse over a county, the 
table of records for that county automatically appears.  For those who 
are highly "geographically challenged" there is also a scroll list where 
you can pick your county name and the table of records will appear.

Randy tested this page with a lot of different web browsers and they all 
work.  There are some minor cosmetic things we're working out with 
Firefox, but it's quite usable in it's present form.

Randy, WF5X did all the heavy HTML coding to make this page work, so all 
the credit goes to him.
