[MiQP-Mail] n8xx plans for MiQP 2009

As part of the "powers that be", let me publicly announce that we are 
quite pleased with your intended operation from Lake, Mecosta, Newago 
and Osceola counties for MiQP 2009.  Your plans certainly fit within our 
intent of the rules, and you will be scored exactly as you describe.  We 
wish you the best of luck and we'll be pleased to bestow on you ample 
quantities of wallpaper should you be victorious in your quest.
