Dan,

Unfortunately countly line operation is not allowed in the MiQP or OhQP.

Rule 8
(f) Mobile or portable stations ... {SNIP}  No station may claim
simultaneous operation in more than one county, state, or province. A mobile
or portable station must move a minimum of 500 feet before claiming to be in
a new county, state or province.
