[MiQP-Mail] SET /NODX_ANNOUNCEMENTS

SET /NODX_ANNOUNCEMENTS shuts off all DX spots coming into your 
computer, at least on dxc.w9zrx.net, one of my favorite DX Clusters.

I suggest folks who would like to submit spots, but still be qualified 
as single op stations, use this command on their favorite DX cluster and 
see if it works.

If it doesn't work on your favorite DX cluster, do a "HELP SET" and see 
what the corresponding set command happens to be on your DX cluster.
