[MiQP-Mail] [MRRC] MIQP 2013 dates?

MiQP always starts at noon on the Saturday of the third full weekend in 
April local (Michigan) time.  For this year, this will be April 20, 
2013.  It will end 12 hours later at midnight local time.  You will 
conveniently find it explained this way in the rules on the MiQP web page.

For those who think in non-Michigan time, this is 16Z on April 20, 2013 
until 04Z April 21, 2013.
