Hello Hank...

I would hope the MiQP contest manger(s) would comment and post a 
decision in this regard, i.e., yea / nae regarding using a local 
database as an operating aide. As I review the rules, it says if 
spotting is used, this moves the entrant into the multi-operator 
category. So that tool is not banned, it's just limited.

Many QSO Parties (Minnesota in particular) encourage using spotting for 
everyone. We believe this, among other adjustments in the rules, is 
helping grow the activity in our event. My view is our event is a 
"Party", i.e. to encourage people to get together at one time and 
location and have fun! Limiting how the fun can be achieved goes against 
the goals of a "Party."

If using the MiQP Operating Aide is deemed unacceptable, I will remove 
it from my website.
