Dave is correct that according to our records, ALLE is the only county 
in the Lower Peninsula which has not had a fixed station effort in 
MiQP.  However, the following LP counties only have seen one fixed 
station operation, going all the way back to 1978:

CASS, CHAR, LAKE, MANI, MASO, OCEA

So those would be popular choices too.

N8XX noted that Lake and Newago don't appear in the record book.  The 
reason for this is that fixed station operations from these counties 
occurred some time ago - 1984 for Newago and 1983 for Lake.  Those 
scores were based on different rules with different power and point 
structures (i.e., not from the "modern era").  Hank's operations from 
these counties will indeed be new records.
 
Although not yet announced, my understanding is that K9TM will be 
activating MASO this year SOLP.  MASO had a fixed station entry in 2005, 
but that's the ONLY one recorded.

It'll be great to have all these rare counties so well represented this 
year...
