[MiQP-Mail] Revision of Canadian provinces and territory multipliers for MiQP

At the request of the Canadian contesting community, the list of 
Canadian multipliers for MiQP will be revised for 2010 to reflect their 
official list of Canadian provinces.  This list has been adopted for a 
while now by Canada Post, Radio Amateurs of Canada (RAC), and many 
contest sponsors.

It has been suggested that this would make it simpler and easier for Canadian contesters to exchange the proper MiQP contest
info, using standard abbreviations.

The official list of 13 Canadian provinces and territories follows:

Alberta			AB	(VE6)
British Columbia	BC	(VE7)
Manitoba		MB	(VE4)
New Brunswick		NB	(VE1, VE9)
Newfoundland-Labrador*	NL	(VO1, VO2)
Nova Scotia		NS	(VE1)
Ontario			ON	(VE3)
Prince-Edward Island	PE	(VY2)
Quebec			QC	(VE2)
Saskatchewan		SK	(VE5)
Northwest Territories	NT	(VE8)
Nunavut			NU	(VY0)
Yukon Territories	YT	(VY1)

*Note: Newfoundland and Labrador have been officially fused into one single province.

To summarize the changes:

   1. Newfoundland (NF) and Labrador (LB) are now one multiplier,
      Newfoundland-Labrador. This reduces the number of non-Michigan
      multipliers for Michigan stations from 63 to 62.
   2. The abbreviation for the Northwest Territories (formerly NWT) is
      now NT.
   3. The abbreviation for Prince Edward Island (formerly PEI) is now PE.
   4. The abbreviation for the Yukon Territories (formerly YUK) is now YT.

In cases where the abbreviation only has been changed, either the old or 
new abbreviation will be accepted and scored correctly.  In the cases of 
the old Newfoundland or Labrador multipliers, either of these will be 
scored as the new Newfoundland-Labrador multiplier.  This will allow use 
of existing logging software.

We are in the process of updating the downloadable multiplier lists on 
the MiQP web site to reflect these changes.
