[MiQP-Mail] Mobiles on APRS

I think the key phrase in the assisted vs. unassisted operation is
"receiving assistance of any form", so my thought on that would be
that sending spots, or ARPS in this case, is allowed by a single op.
Receiving and using spots - maybe even just receiving spots - will
make you assisted, or multi-op.

It would be neat if the Multi's could see where the mobiles were with
ARPS - maybe even better than the sometimes broken spots on the
clusters!
